There will be pavement

Residents on 4th St. N.W. and 10th Ave. S.E. are in for a bit of inconvenience this summer (or maybe fall). Their streets are due for work under the town’s continuing improvement program.
In the case of 4th St., it’s a full re-building of the road, ending with new pavement. For the pertinent section of 10th Ave. S.E., the program calls for just a pavement overlay.
“We’re going to tender next week,” says the town’s operations manager Roger Borchert.
A third paving project involves the construction of an asphalt sidewalk along the new southern portion of Main St. as far as the entrance to Gloryland.
In all cases, property owners along the way will be assessed improvement charges. All, Borchert says, have been notified how much they’ll be expected to pay.
On 4th St., the charges for 26 properties range from $1,285 to $7,653. The town is offering a 15-year payment plan, with annual interest to be not more than eight per cent.
The 10th Ave. S.E. pavement overlay job runs from 6th St. to 9th St.
The fees range from $616 (for a partially affected property) to $3,094. Annual charges on the 15-year plan are mostly between $275 and $308.
The sidewalk project is less costly than the other two, but adjacent property owners have to pay more - $117,000 of the (estimated) total $150,000 cost. That’s divided among 10 property owners on both sides of the street (the sidewalk goes on one side only). The charges range from $2,600 to $25,000.
The town picks up the tab on two of them – on a small piece of environmental reserve and on the school property behind Wal-Mart.
The cost does not include lights, but Borchert told council at its July 8 meeting that the walk will be on the same side of the street as the streetlights.
Such local improvement projects require by-laws of their own and council passed all three into law at the meeting.
Borchert did not know last week exactly when work would commence and how long it would last.
